A Challenge to Historians

Here's the question:

During a national disaster, when was the last time that the leader of any nation took over 48 hours to either return to the seat of government power or to the scene of that disaster in order to focus the nation's efforts on the disaster?

Any country. Any leader. Anytime since World War II. Are there examples?

Probably the tropical storm and flood that destroyed Galveston in 1900, estimated 6000 dead. Communication for weather service and prediction was very rudimentary but there was evidence to suggest the information in Washington DC might have helped if it had been disseminated. Louisiana bears a strong similarity to Galveston however instead of a basin that was below water level, Galveston had an island/spit with limited bridge access where a large number of people were when the storm surge overwhelmed and isolated them.
